INTERNATIONAL FOLK FESTIVAL - VARNA
BULGARIA

The ensembles selected for participation should observe the following:

RULES
FOR PARTICIPATION IN THE 17th INTERNATIONAL FOLK
FESTIVAL - VARNA


3 - 7 August 2008

 

1.

 

The Ensemble taking part in the Festival should not outnumber 30 persons (including: leaders, drivers, interpeters and other people). Groups exceeding this number should not be admitted to take part.

 

2.

The Festival provides for the Ensemble during its stay in Bulgaria accommodation, meals and fuel costs within the festival period. Information and detailed programme of the Festival will be sent not later than 15 July 2008.

 
3.

The Festival expects the Ensemble to arrive in Varna between 12.00 è 20.00 o’clock on 2 August (Saturday) and to leave on 8 August (Friday) 2008. We would prefer groups to arrive not later than 22.00 o’clock on Saturday, 2 August at the following address:

4.

The Ensemble must not make any other engagements between 03.08.-07.08.2008 and should take part in rehearsals and conserts, included in the festival programme.

 
5.

The Festival provides a bus from the airport to the festival office for the non-European groups, arriving by plane.

 
6.

The Festival will pay the fuel costs for the groups traveling by their own bus in the period 03.08.- 07.08.2008 on the basis of covered kilometers on the territory of festival, accordingly the programme.

 
7.

The Ensemble must inform the Festival of its confirmed travel arrangements not later than 30 June and must have necessary visa arrangements in place by 15 July 2008.

 
8.

The ensembles, from countries which need a visa to enter Bulgaria, have to send their list of participants up to 1 July 2008 at the latest, since the period for visa procedure by Bulgarian authorities is 20 days. The Festival is not in position to guarantee free of charge visas for the groups.

 
9.
The accommodation will be in student’s hostels in rooms for 2, 3 or 4 persons, including breakfast, lunch and evening meals for the whole festival period.
 
10.
The Festival does not undertake to provide accommodation and meals after the end of the Festival. The groups should leave the hostel on 10 August after breakfast.  
11.
The Festival will provide a guide-interpreter for each ensemble, who will accompany the ensemble during the whole festival period. The Ensemble on his part should provide an interpreter, speaking English, Spanish, French or Russian.
 
12.
The Ensemble is obliged to make medical insurance for the members of the group for the whole festival period, which should be submitted at the frontier post when crossing the border of Bulgaria. The lack of such a document will cause problems to Organizer in case of emergency.  
13.
The Festival should be responsible for arranging medical care in cases of emergency and for any injuries that take place during the festival, which shoud be covered by the medical insurance. The Festival is not responsible for providing medical care before its beginning.  
14.
Selling of records, cassettes, souvenirs and other items during the Festival should be permitted after the decision of the Organizing Committee at places, specially assigned for that.
 
15.
The Festival expects Ensemble to give two or three performances daily and/or in the evening on the open air and closed stage and take part in the processions along the streets of the town. Performances are usually between 3-5 up to 20 minutes; from 30 to 40 minutes. The Ensemble may be asked to perform in some venues which are not appropriate for appearance of the whole group. Information on the group’s suitability for such performances would be useful.  
16.
The Festival will send the personal schedule of performances and appearances of the Ensemble up to 15 July 2008. A similar schedule for the whole festival period will be given to Ensemble after arriving in Varna.  
17.
The Ensemble must strictly observe the festival programme schedule as well as the duration of its concert performances. The Ensemble can perform at other venues only after an agreement with the Festival.
 
18.

The Ensemble may be programmed to appear at various promotional events in Varna and near by towns.

 
19.
The Ensemble must bring a national flag of its country.
 
20.
The Ensemble should perform under the accompaniment of live or recorded music. The Festival will provide a sound equipment whenever appropriate.  
21.
The Festival provides for all groups spare time for rest. Cultural and tourist programme will be proposed to participants.
 
22.
All groups will receive a plaque, diploma and gifts for their participation. An exchange of souvenirs with the organizers and local authorities is expected.  
23.
The Director of the Ensemble is responsible for the discipline of the group’s members, including the punctuality with regard to the programme, good relations with the other groups, as well as for the artistic quality of the group, corresponding to the submitted publicity materials.  
24.
Every special need and requirement of the Ensemble will be considered according to the circumstances.
 
25.
The Ensemble grants gratuitously to the Festival its copyright to broadcast live and make audio-visual recordings (for radio and television) of the performances given by the Ensemble during the festival.

 
The above mentioned Rules are worked out and conformed with the special conditions and requirements of the CIOFF’s Statutes for international festivals.
